S.T.A.R. Mission Statement
Student Transition and Recovery Programs, Inc. (S.T.A.R. Programs, Inc.) mission is to serve at-risk public school students in a military style discipline program in an educational environment.
S.T.A.R. Programs, Inc. combines the structure of a military style drill and exercise program, with a focus
on academic performance. S.T.A.R. Programs, Inc. targets early adolescents, with chronic behavior
problems, in an effort to; reduce school suspensions and expulsions, improve school attendance and
grade point averages, as well as to decrease the number of court referrals and commitments.
Furthermore, the program is community-based, involving parents, schools, courts and other local
Student Transition and Recovery Programs, Inc. ( S.T.A.R.) was created in 1993 by Judge Olen
Underwood, a Texas Juvenile Judge, and Charles Stancil, a retired Navy senior chief. This is a military
style discipline program, NOT a program like ROTC. S.T.A.R. is designed to address students that have
committed infractions against their teacher, other students, their family and/or their community; as well
as court ordered students in lieu of incarceration.
